"Garib Rath" was a novel idea introduced by Lalu Prasad Yadav in his rail budget in 2005 when he was Railway Minister.
This service was aimed at providing no frills (bed rolls) comfortable air conditioned travel for Indian middle class who were ready to spend a little bit more than sleeper class to experience noiseless and dustless travel. The fares for Garib Rath trains were about 2/3 rd of that of AC three tier class.
All Garib Raths were a grand success. They had a distinct Green + Yellow livery. (Matching to LP Yadav's party, RJD, flag). Though the first Garib Rath between Amritsar and Saharsa had conventional IR (rust red) livery.
